§ 3. Literal interpretation.

A literal (adequate) interpretation means the full correspondence of the verbal expression of the norms of law with its actual meaning. With an ideal system of legislation as a source of law that accurately expresses the intentions and thoughts of the legislator, the text of the law is subject to literal interpretation.

However, the legislator does not always manage to fully combine the spirit and letter of the legal norm, and then the law enforcement officer has to resort to an expansive or restrictive interpretation. In general, the existence of such norms, which should be narrowed or expanded, is undesirable. But they do exist, and legal experts are forced to consider this as a reality. However, sometimes such "rubber" or "rubber" norms are allowed deliberately, in order to give scope to the" rich imagination " of the law enforcement officers. This is usually the case in undemocratic, totalitarian-police states, as mentioned above.
