Invitation to Study Visit to Lithuania 
 
Dear Sir/Madam, 
Herewith we would like to inform you that we invite Mr. Ulkanov Sardorjon, born on August 10, 1993 
(passport number FA4676719) to participate in the study visit of 11 representatives of the Uzbek higher 
education system to Lithuania in the context of a World Bank funded Project on reforms in higher 
education in Uzbekistan (MHEP). Mr. Ulkanov works at the Andijan Institute of Mechanical Engineering; 
and his participation in the study visit is extremely important for the successful implementation of 
project activities. 
We have been awarded a sub-project on reforms of the quality assurance system that we have been 
implementing since January 2020 and will conclude by December 2022. As part of the reform project, 
we are working directly with the Ministry of Higher and Specialised Secondary Education, the State 
Inspectorate for Supervision of Quality in Education and various Universities.
One of our key experts in the project is the former Director of SKVC, Lithuania and we have identified for 
a variety of reason that Lithuania is the most suitable country to undertake a study visit to so that the 
Uzbek representatives get a first-hand experience of how the quality assurance system for higher 
education in Lithuania operates. We have arranged for several sessions of the study visit, including 
meetings with representatives of SKVC, the Ministry of Education, Science and Sport as well as 
universities to understand how the different actors cooperate, how the external and internal quality 
assurance systems align and adhere to the principles of the European Higher Education Area. Please see 
the attached draft agenda in the Invitation Letter Annex 1 for further reference.
We would therefore kindly ask you to issue a Visa for the Uzbek representatives. We are going to cover 
all costs and expenses related to the study visit, including travel, accommodation and subsistence.
