 (2005) highlighted that the state government is instrumental in implementing 

government  policies.  He  concluded  that  rural  connectivity  plays  a  crucial  role  for 

improving human development index. Evidently it suggested that the states like Kerala, 

Tamil Nadu, Goa, Punjab and Himachal Pradesh have invested heavily in the provision 

of better rural connectivity which is necessary to accomplish development programmes 

related to human development.  

2.6 Research Gaps 

      Based on the literature review, an attempt is made here to highlight how the present 

study filled up several research gaps in proposed research area.  

1.  It  is  a  very  comprehensive  study  of  analyzing  regional  disparities  in  human 

development from global to taluka level. Hence, the present study fills up a major

gap by linking macro with micro level disparities in human development, following 

a deductive and logical reasoning.  

2.  The  present  study  attempts  to  fill  up  another  gap  in  the  study  pertaining  to 

theoretical  causality  between  economic  growth  and  human  development.  And 

testing the same at national, state and district levels.   

3.  Especially  relating  to  Karnataka  state  except  two  official  studies  in  1999  and 

2005,  individual  researcher  at  taluka  and  district  levels  are  very  few,  focusing 

either on educational or health inequalities. But the present study brings together 

all the three HDI components namely health, education and income and regional 

disparities therein.  

4.  Another gap which is neatly filled up in the study is a very exhaustive literature 

survey  which  stimulates  research  in  various  directions  pertaining  to  regional 

disparities from human development perspective. 

5.  The comparative study of Mysore and Hassan districts of southern Karnataka is 

the  first  study  of  this  kind,  with  a  very  sound  policy  imperative  for  prioritizing, 

sequencing and pacing of human development policy at regional level. 

      In this way, the present study is not only an attempt to fill up the gaps in the existing 

literature pertaining to the research  proposal but also an additional contribution to the 

existing stock of literature.  

2.7 Summary 

      The  literature  review  is  presented  under  five  different  classifications.  This  has 

enabled  a  perfect  understanding  of  the  research  issue  and  its  numerous  dimensions. 

The literature survey is very comprehensive starting from human development concept

and  its  measurement,  causality  between  EG  and  HD,  regional  disparities  in  human 

development  at  different  regional  levels  to  the  importance  of  government  support  in 

improving  human  development  through  its  institutional  and  public  policy  support.  This 

endeavour  has  exposed  many  subtle,  qualitative,  quantitative,  methodological  and 

highly  sensitive  issue  pertaining  to  the  research  topic.  This  foundation  of  literature 

review has paved the way for the theoretical framework in the next chapter.
