The Board of Supervisors of East Franklin Township met in the Municipal Building at 6:00 p.m.
for a regular meeting.
Call to Order and Pledge of Allegiance
Present: Barry Peters, Chairman
Dan Goldinger, Vice Chairman
David Stewart, Supervisor
Debra Cornman, Secretary/Treasurer
Tim Lewis, Road Master/Zoning Officer - Absent
PUBLIC COMMENT:
Gregg Wolfe – I live on Boltz Road and have some concerns (See Attached). I have
made several phone calls to the Township Road Master.
Jeff Toy – I live on Boltz Road and have the same concerns.
Barry Peters – We will take a look at the road and talk to the police about the speeding.
APPROVALS:
MINUTES:
Motion made by David Stewart and seconded by Dan Goldinger to approve minutes
for the August 28, 2014 regular meeting. Motion approved unanimously.
APPROVE BILLS AND INVOICES:
Motion made by Barry Peters and seconded by Dan Goldinger to approve paying
all bills and invoices for August 29 through September 25, 2014. Motion approved
unanimously.
POLICE REPORT:
Total reportable calls – 89.
Motion made by Dan Goldinger and seconded by David Stewart to approve Police
Report for August 29 through September 25, 2014. Motion approved
unanimously.

APPROVALS (CONTINUED):
POLICE REPORT (CONTINUED):
Motion made by Barry Peters and seconded by David Stewart to not approve 24
hour police coverage to West Kittanning Borough. Motion approved unanimously.
ROAD MASTER REPORT:
Graded and applied stone and cold patch on sections of T/Claypool Road and
Quigley Hill Road in preparation for applying 3,200 gallons of MC-70 dust oil.
Graded a section of Rolling Hills Road (Storey Road) and applied approximately
100 tons of 2RC sand and gravel which was rolled in. Graded a section of
Walnut Bottom and applied approximately 95 tons of stone. Placed 100 tons
of 2RC stone on Pence Road. Received 120 tons of salt along with 130 tons
of anti-skid. Trash week began on Wednesday, September 24th.
Motion made by Dan Goldinger and seconded by Barry Peters to approve the
Road Master Report for August 29 through September 25, 2014. Motion
approved unanimously.
TWO-WAY RADIOS:
Motion made by Dan Goldinger and seconded by David Stewart to approve
purchase of two-way radios, base unit and equipment total price $3,228.20.
And also approve radio for sewage truck. Motion approved unanimously.
ZONING OFFICER REPORT:
One commercial permit was written in September for an addition to an existing
business. A commercial permit is pending awaiting drawings. A request as
been made to convene a Zoning Hearing Board to hear a case to permit a
non-permitted use in R-1 Zone.
Motion made by David Stewart and seconded by Dan Goldinger to approve the
Zoning Officer Report for August 29 through September 25, 2014. Motion
approved unanimously.
PLANNING COMMISSION:

APPROVALS (CONTINUED):
SEWAGE REPORT:
Motion made by Barry Peters and seconded by Dan Goldinger to approve
the Sewage Report for August 29 through September 25, 2014. Motion
approved unanimously.
RESOLUTIONS:
Approve the following Resolutions:
Resolution #04-2014 – A resolution of the Township of East Franklin,
County of Armstrong, Commonwealth of Pennsylvania approving a Chief
Executor of the Pension Plan.
Resolution #05-2014 – A resolution of the Township of East Franklin,
County of Armstrong, Commonwealth of Pennsylvania approving pension
funding percentage. (Sets pension % of gross wages)
Resolution #06-2014 – A resolution of the Township of East Franklin,
County of Armstrong, Commonwealth of Pennsylvania approving Pension
Plan Funding for 2015. (Approves total budget amount)
Motion made by David Stewart and seconded by Barry Peters to approve
Resolutions #04-2014, #05-2014 and #6-2014. Motion approved
unanimously.
PUBLIC COMMENT:
Bankson Engineering – Ken Howard – Follow up to last meeting when we talked to
Armstrong County about using CDBG Funds for a Sewage Wastewater UV
Disinfection System at the Cowansville Treatment Plant. David Stewart and I
met with Mack Industries, Inc. this past month to look at the Cowansville Sewage
Plant. Here is a preliminary sketch of the UV Disinfection System and this system
should work well with the Cowansville Plant. The estimated cost for this would be
$50,000 to $60,000. It would require the County to do income surveys for the
Cowansville Area Sewage System.
Barry Peters – We don’t want to spend any monies out of General Fund for this
project.
