In order to counter Russian threats during the Ukrainian conflict, the U.S. government authorized the transfer of long-range rocket systems to Ukraine. Several individuals, including military advisers, national security advisers, experts in foreign policy, and members of the intelligence community, participated in the decision-making process. In making this choice, these actors had to balance opposing viewpoints, objectives, and demands (Baumgartner and Jones, 1993). The three decision-making models that can be utilized to assess the decision-making process in this scenario are the rational model, bureaucratic bargaining model, and organization model. The bureaucratic bargaining model appears to be the most applicable of the three. According to the bureaucratic bargaining model, choices are reached as a result of negotiations, compromise, and bargaining within a complicated bureaucratic framework. The importance of people and groups in the decision-making process is emphasized by this model. Several US government departments, including the Department of Defense, Department of State, and the Bureau of Intelligence and Research, were engaged in the transfer decision for the long-range rocket system. When the choice was being made, these agencies' divergent goals and values clashed.
The geopolitics of the area, Russia's military aggression in Ukraine, and Ukraine's strategic importance to the U.S. all had an impact on the choice. The choice was strategic because Russia was involved and there was a chance that the circumstance might worsen and turn into a bigger war. The long-range missile system transfer was decided to be beneficial for Ukraine in its struggle against Russian threats. The system transfer did, however, come with some risks, such as the chance of an escalation, which had a significant impact on the decision-making process.
Finally, it should be noted that the decision-making process entailed in the transfer of the long-range rocket system to Ukraine was a complicated one that involved a number of players. The model of bureaucratic bargaining was the one that best matched the complexity of the circumstance in terms of decision-making. The decision to transfer the rocket systems was influenced by the geopolitical context of the conflict, the possibility of an escalation, the strategic importance of Ukraine, and the participation of numerous agencies.
