Nowadays it is difficult to find a person who does not share the point of view
about the key role of the human factor in the formation and development of innovative

income and expenses and a record payback period can be presented an investor, but
the determining factor when making a decision on financing will still not be the
numbers, but the people who created the business idea and are ready to implement it in
new products, services, and technologies, often not because of, but in spite of all the
circumstances.
People not only in textile manufacturing but in any other spheres – talented,
with leadership ambitions are extremely expensive and scarce in the labor market. As
a result, the task of ensuring high productivity of human capital, especially in the field
of innovative textile entrepreneurship, has become extremely relevant and in demand.
Problems of formation and development of innovative textile entrepreneurship
caused by the human factor are extremely multiplane. Human capital must be
accumulated, work in conditions that ensure maximum returns, be able to constantly
increase in order to work with high efficiency. And this issue is not only at the
business level, but also at the meso and macro levels, which have a huge impact on the
quantitative and qualitative parameters of the labor force in the country [2].
Factors that have a great influence on the active role of human in
implementation of innovations to the textile manufacturing divide into three levels
(groups):
The first group of factors (the first level) includes the characteristics of the
person working in the textile entrepreneurship. These are innovative entrepreneurs and
employees.
The second group (second level) includes factors that characterize the
"environment" of a person in the structure of textile entrepreneurship, as well as tools
for influencing and managing personnel.
These include:
-organizational culture;
-value proposition to staff;
- HR-management technologies.
The third group (the third level) includes factors of the so-called external
environment. These are the infrastructural components of running textile
entrepreneurship which ensure:
- implementation of simple and expanded reproduction of human capital;
- building legal institutions for interaction between various subjects of
economic relations;
- creating an innovative climate that promotes the growth of the population's
activity in manufacturing product of textile entrepreneurship, developing and
commercializing new products and technologies, etc. [2].
A person begins to form as a productive resource long before he comes to
work. The quality characteristics of the workforce are determined by the health and
education systems. The socio-cultural environment of a person plays a huge role,
