INVITATION TO BID The Housing Authority of the Town of East Hartford ("Housing Authority") will receive sealed bids, on or before 11:00 A.M., Wednesday, October 8, 2014, at the office of said Authority located at 546 Burnside Avenue, East Hartford, CT 06108 and said bids will be publicly opened and read aloud immediately thereafter. Bids will be received for furnishing all labor, materials, tools, services and equipment necessary to complete the Driveway and Sidewalk Replacements at Hutt Heights, 64/68 & 72/76 Cannon Road, East Hartford, Connecticut. The Contract Documents, including but not limited to Forms, Plans and Specifications dated September 22, 2014, as prepared by J ASSOCIATES ARCHITECTS will be on file at the East Hartford Housing Authority, 546 Burnside Avenue, East Hartford, CT after 10:00 am on Wednesday, September 24, 2014 for review. The East Hartford Housing Authority's hours of operation are 8:30 am. - 12:00 noon and 1:00 pm - 4:00 pm Monday - Thursday. The office is closed to the public on Friday. Contract Documents can be reviewed and or obtained in the on-line plan room of Advanced Reprographics, Plainville, CT at advancedrepro.net or by calling (860) 410-1020. A mandatory pre-bid walk through will be held at 10:00 a.m. on Tuesday, September 30, 2014. All interested parties are to meet at Hutt Heights in the parking area in front of unit 64 Cannon Road, East Hartford, CT. The successful bidder will be required to furnish and pay for 100% Performance and Payment Bond or Bonds, in the forms included in the specifications. A satisfactory Bid Bond or Certified Check, in an amount equal to five percent (5%) of the base bid, shall be submitted with each bid. The Bid Bond shall be made payable to "The East Hartford Housing Authority" and shall be properly executed by the Bidder and acceptable sureties. All bonds must be from sureties listed on the most recent IRS circular 570. The Housing Authority of the Town of East Hartford reserves the right to reject any or all bids or to waive any informalities in the bidding. All bid forms must be fully completed when submitted. This project is federally assisted. Therefore, bidders must comply with the following requirements: Housing and Urban Development Act of 1968; Equal Opportunity provisions of Executive Order 11246; Non-Discrimination provision of Title VI of the Civil Rights Act of 1964; Labor Standards provisions of the Davis-Bacon Act and related acts and Contract Work Hours Standards Act; prevailing wage determinations as issued by the United States Department of Labor; and all applicable provisions under Title 1 of this project is federally assisted, therefore, bidders must comply with the following requirements; Section 3, Compliance HUD Act of 1968: Equal Employment Opportunity provisions of executive Order 11246; Non-Discrimination Provisions of Title VI of the Housing and Community Development Act of 1974. Civil Rights Act of 1964; Labor Standards Provision of the Davis-Bacon Act and related acts and Contract Work Hours Standards Act; Prevailing Wage determinations as issued by the United Stated Department of Labor; and all applicable provisions under Title I of the Housing and Community Development provisions under Title I of the Housing and Community Development Act of 1974. Bids, to receive consideration, must be in the hands of the authorized representative no later than the day and hour mentioned above. No bids shall be withdrawn for a period of sixty (60) days after the opening of bids, without the consent of the Housing Authority. The East Hartford Housing Authority reserves the right to accept or reject any or all bids; to waive any informality, or accept any bid deemed in the best interest of the Housing Authority.
