1.1.What is a historical city
Historical cities and settlements are settlements that have architectural monuments, urban-planning ensembles and complexes that are historical and cultural monuments, as well as preserved natural landscapes and an ancient cultural layer of the earth that is of archaeological and historical value.
All historical cities are divided into four categories according to the value of their architectural and urban heritage:
Category I - historical cities of international (world) significance, whose heritage has a unique character recognized by the international community and needs special measures and procedures to preserve it.
Category II - historical cities of national (national) significance, the heritage of which has an outstanding character and its preservation requires the development of comprehensive programs and special projects for the reconstruction and revival of the historical environment.
Category II - historical cities of regional significance, the heritage of which justifies their selection from the general list and needs to be preserved and used as an urban heritage.
Category IV — other historical cities.
"A historical settlement is an urban or rural settlement, within the boundaries of which there are objects of cultural heritage: monuments, ensembles, places of interest, as well as other cultural values created in the past, representing archaeological, historical, architectural, urban planning, aesthetic, scientific or socio-cultural value that are important for preserving the identity of the peoples of the Russian Federation, their contribution to world civilization.
In a historical settlement, all historically valuable city-forming objects are subject to state protection: layout, building, composition, natural landscape, archaeological layer, the ratio between various urban spaces (free, built-up, landscaped), volumetric — spatial structure, fragmentary and ruined urban heritage, the shape and appearance of buildings and structures united by scale, volume, structure, style, materials, color and decorative elements, the relationship with the natural and man-made environment, various functions of the historical settlement acquired in the process of development, as well as other valuable objects.
