County Meeting Facility, Oak and Wisconsin Streets
Mayor Bob Dixson called the meeting to order at 6pm on October 6, 2008. Council present: Brandon Hosheit, Mark Trummel, Erica Goodman, Matt Christensen and Gary Goodheart. Pledge of Allegiance was said and invocation given by Mayor Dixson.
City Administrator’s Report

Steve Hewitt introduced Desiree Miller from the Recreation Commission. She informed council of their plans for “Trunk or Treat”. Parking on Wisconsin street blocked off for vehicles to park and children to walk.

Nicole Corbin from Discovery was present to introduce herself to council and explain season two. They will have a smaller representation and she will be the only producer here. They will film from later October through May 2009. They will follow City Hall, Goodman’s, BTI and Shank’s. Greensburg is the number one show on Planet Green.
Dave Barber from USDA was present at council to obtain signatures for street repairs and the small industrial park.
Mike Hill from the Pratt Humane Society brought a contract for council to review. Hewitt asked for a motion to accept pending staff and city attorney review. Hosheit made the motion, Trummel seconded. Motion passed 5-0.
Hewitt reminded Council that City Hall Groundbreaking will be October 10^th at 11am. League of Kansas Municipalities will be next week in Wichita.
Consent Agenda

Councilman Goodheart moved to approve the consent agenda (minutes September 15, 2008 and appropriations ordinance #1794 of $461,727.92) as presented. Hosheit seconded. Motion carried 5-0.

Authorization to Surplus and Sell Equipment

Councilman Hosheit moved to give administration the authority to move ahead with auctioning the surplus equipment. Councilman Goodheart seconded. Motion passed 5-0.

Ordinance #962 Water

Councilman Hosheit moved to accept Ordinance #962 as presented. Councilman Christensen seconded. Vote by roll call. Councilman Hosheit-yes, Councilwoman Goodman-yes, Councilman Goodheart-yes, Councilman Trummel-yes, Councilman Christensen-yes. Motion passed 5-0.

Ordinance #963 Sewer

Councilman Hosheit moved to accept Ordinance #963 as presented. Councilman Trummel seconded. Vote by roll call. Councilman Hosheit-yes, Councilwoman Goodman-yes, Councilman Goodheart-yes, Councilman Trummel-yes, Councilman Christensen-yes. Motion passed 5-0.

Ordinance #964 Electrical Fuel Adjustment

Hewitt informed council that we hope to keep the fuel adjustments to a minimum. Mayor Dixson informed the audience that much discussion has happened before action on the ordinances. Councilman Christensen moved to accept Ordinance #964 as presented. Councilman Goodheart seconded. Vote by roll call. Councilman Hosheit-yes, Councilwoman Goodman-yes, Councilman Goodheart-yes, Councilman Trummel-yes, Councilman Christensen-yes. Motion passed 5-0.

Ordinance #965 Street/Curb Repair

Councilman Hosheit moved to accept ordinance #965 as presented. Councilman Trummel seconded. Vote by roll call. Councilman Hosheit-yes, Councilwoman Goodman-yes, Councilman Goodheart-yes, Councilman Trummel-yes, Councilman Christensen-yes. Motion passed 5-0.

Ordinance #966 Commercial Trash Collection

Ordinance #966 has no increase in charge. Councilman Hosheit asked if staff was looking into purchasing residential dumpsters for our trash truck. Hewitt hoped to have a proposal back to council in the next month. Councilman Hosheit moved to accept Ordinance #966 as presented. Councilman Christensen seconded. Vote by roll call. Councilman Hosheit-yes, Councilwoman Goodman-yes, Councilman Goodheart-yes, Councilman Trummel-yes, Councilman Christensen-yes. Motion passed 5-0.

Ordinance #968 Court Costs Fees

City Attorney Stull modified the ordinance to reflect the statute. Councilman Hosheit moved to accept Ordinance #968 as presented by City Attorney Stull. Councilman Christensen seconded. Vote by roll call. Councilman Hosheit-yes, Councilwoman Goodman-yes, Councilman Goodheart-yes, Councilman Trummel-yes, Councilman Christensen-yes. Motion passed 5-0.

Ordinance #969 Zoning Map Amendment

Mike Gurnee informed council that the Rich’s have filed an application for rezoning of property on Walnut and Kansas from residential to commercial. The master plan shows that property being commercial and the Planning Commission has approved. Councilman Christensen moved to accept the ordinance as presented. Councilman Goodheart seconded. Vote by roll call. Councilman Hosheit-yes, Councilwoman Goodman-yes, Councilman Goodheart-yes, Councilman Trummel-yes, Councilman Christensen-yes. Motion passed 5-0.

Kiowa County Economic Development Board Funding Request

Jeanette Siemens reported to council on the newly formed Kiowa County Economic Development Board. Those willing to serve are Tom Corns, Rick Sherer, Monica Hayse, Sue Greenleaf and Elmer Davis. Jeanette is requesting funds from the County, City and Chamber to help fund a Director for the Board and Chamber. The County has already agreed to $20,000.00 support and she will be going to Chamber Tuesday morning. She is also working on tax credits to provide loans to existing and new businesses. Jeanette reported on her meeting with KDOT. She requested that Council draft a resolution in support of a KDOT plan. Hewitt will work with City Attorney Stull to draft a resolution and bring back to council. Councilman Christensen moved to support the group for $20,000.00. Councilwoman Goodman seconded. Motion passed 5-0.

Appoint Big Well/Museum Advisory Committee

The Committee will advise the Council on goals/objective of the future Big Well Museum. This will be a very short term committee to have a plan before council in the next 90-120 days. After their task, the group will disband. The following names were recommended: Ed Schoenberger, Donna Crites, Haley Kerns, Melinda Kendall, Shirley Reece, Big Well Manager, Administrator and Tourism/Councilperson. Councilman Goodheart moved to accept the recommended list. Councilman Christensen seconded. Motion passed 5-0.

Mayor’s Report

Mayor Dixson informed Council that he has been out on the road the last couple of weeks telling the story of Greensburg.

Council Reports

Councilwoman Goodman reported on the Public Square process. She was asked by the Public Square who was supposed to be the City representative. Mayor Dixson will be the representative for the City. Councilwoman Goodman encouraged all of the Council to attend whenever they could. Councilwoman Goodman also reported on the Tourism Committee. Kent Stahlik is working on a grant for a strategic plan for tourism for the City of Greensburg. Tourism is working on their new ad for the Kansas Official Visitors Guide. They should have a Greensburg Visitors Guide out by January. Councilwoman reported on the Can Do Action Team. They were formed out of the Public Square process. Last year they worked on Sunset Acres Park. They would like to see the pavilion and basketball court in the park. The Can-Do Action Team has worked out their communication issues with the City.

Councilman Hosheit reported that there are nine tenants in the Komotara apartments. They have distributed the first two grants from KHRC.
Councilman Christensen questioned if Staff was planning a Community Wide Meeting. The Mayor is working on the meeting with a tentative date of November 6, 2008.
City Attorney’s Report

City Attorney Stull informed council that he has contracts for the Holt property with a sales price of $6,000.00. The City should be ready to close on the Coates and Little property. Cleaning up on areas in violation of city code continues. Councilman Goodheart moved to accept contract to purchase in block 12 lots 19 & 20 in the south addition. Councilman Trummel seconded. Motion passed 5-0.

Councilman Hosheit moved to go into executive session for Attorney/client privilege at 7:05pm until 7:30pm. Councilman Christensen seconded. Motion passed 5-0.
Councilman Hosheit moved to return to open session at 7:30pm. Councilman Trummel seconded. Motion passed 5-0.
Hewitt informed Council about correspondence with Colin Whitley in reference to the Power Pool Agreement with Southwest Power Pool. He asked for a motion to approve agreement pending City Attorney review. City Attorney Stull commented that the agreement was common among all other members of the pool. Councilman Christensen made a motion to accept agreement with Southwest Power Pool. Councilman Hosheit seconded. Motion passed 5-0.
Councilman Christensen moved to adjourn at 7:40 pm. Councilman Goodheart seconded. Motion passed 5-0.
