Christiaan Lemmen is assistant professor at ITC and an international consultant 

at Kadaster International. He is chair of the FIG-Commission 7 Working Group  

on “Pro-Poor Land Management”. He is secretary of the OICRF, the International 

 Office of Cadastre and Land Records.

Dr. Clarissa  Augustinus is Chief of the Land, Tenure and Property Administration 

 Section, Shelter Branch, Global Division of UN-HABITAT. She is widely published  

and has done a wide range of consulting in the land field in Africa and S.  E. Asia.  

She has a PhD from Rhodes University in South Africa.
