When the EU is taking some action outside, creating enforcing making policy/law, before that it must take decision within itself. Three ineterst

Operating in an equilibrium, helping , controlling, running each other. We have differences. Their competences do not over-lap. This is imp for traditions. There is no clear cut distinction between those branches. We can argue that there is judiciary, there is no clear insitution as executive or legislative. Those powers are mixed. We can’t look at EU through pre-conceived lens of domestic models.
