THE CONCEPT OF THE ELECTRONIC DOCUMENT CIRCULATION SYSTEM 
 
Content management was defined as the process of creating, storing, modifying, 
retrieving and displaying data or content, in the early days before the advent of the Internet, 
intranet and networking technologies, the concept was completely different from document 
management. The development of these technologies has challenged traditional definitions and 
use of documents. [3] noted that the shift from paper documents to electronic web content has 
redefined the way user-generated document content is managed, extending to not only

managing web content, but also how to manage users responsible for creating web content. 
This led to the development of early content management systems capable of managing and 
controlling content repositories, delegating administrative tasks, creating and editing templates, 
handling file transfers and search functions, and controlling the workflow process. 
The emergence of the information society based on highly developed ICTs has led to 
the evolution of corporate content management in an effort to face the challenges of the 
information revolution. Advanced features such as automatic email support, record creation, 
powerful analytical tools, classification, sorting, and storage of records have become 
commonplace, thus challenging traditional definitions and use of documents in commercial or 
government institutions. A document is any information that is recorded and structured into a 
unit for human consumption. [2] describes it as recording and storing information, which can 
be in the form of inscriptions on tablets or recorded conversations, or speech in transcripts. [3] 
argues that technology-based document processing has significantly changed the role of 
documents in an organization from the very traditional paper-based workflow, mostly texts, to 
more complex and sophisticated content information processing and management, which 
entails a wide range of possibilities. A set of graphics, video, audio, animation, images 
processed for various purposes of the organization, such as reports, contracts, directories, 
correspondence, notes, e-mail, etc., in such a way that they can be generated electronically, 
processed , store, distribute and thus, from a technological point of view, a document can be 
defined as a group of snapshots of information, consisting of various types of information that 
can exist in different places on the network with the ability to link information from other 
documents on the network, support multiple access to different data types, updating and 
modification simultaneously and automatically. Other points of view describe the document as 
a recording unit of conceptual information; a data record with specific functions, such as the 
entity of employees as part of an inventory or in a personal system, containing the necessary 
information necessary to represent a given concept.
