Education in the Republic of Uzbekistan is carried out in the following forms:
preschool education;
general secondary education;
secondary special vocational education;

extracurricular education.

EDUCATION MANAGEMENT BODIES
The general management of the education system is carried out by the Cabinet of Ministers. The Cabinet of Ministers also directly manages a separate higher education institution, Tashkent Islamic University, as well as branches of internationally renowned foreign universities (MSU, Westminster University, etc.) (Figure 2).

The direct management of the education system in Uzbekistan is carried out by two ministries - the Ministry of Public Education (HTV) and the Ministry of Higher and Secondary Special Education (HSEE).
HTV is responsible for the activities of preschool, extracurricular and general education schools. There are 5 universities and 16 institutes of teacher training under the management of HTV. The Ministry has regional, district and city departments of public education, which methodologically manage the activities of relevant educational institutions on the ground.
OOMTV is the state governing body of higher and secondary special, vocational education in the country
The Ministry is accountable to the Cabinet of Ministers of the Republic of Uzbekistan.
The system of the Ministry includes the Center for Secondary Special and Vocational Education, the Center for Higher and Secondary Special Education, the Center for Vocational Education Development, and departmental universities (Figure 3).

Education of the citizens of our country is guaranteed by the Constitution of the Republic of Uzbekistan. Education plays an important role in educating the youth of the Republic of Uzbekistan.
Training of highly qualified specialists working in the field of economics, science, technology and culture on the basis of the term "higher education", applying theoretical and practical innovations in science, culture and technology during the work and overcoming theoretical and practical problems understood.
The main purpose of higher education is the development of science, culture, economy, social spheres of the republic, which can meet the requirements of modern times, qualified, competitive, highly educated, able to meet the requirements of the higher education specialist in his chosen field. z is the training of high-potential professionals who contribute, think independently, and have a high level of spirituality. Higher education usually begins at the age of 18-19 and lasts at least 4 years. They are divided into two stages. They are the strengthening of the independence of higher education institutions, the introduction of public administration. The system of higher education is structured as follows (Figure 4):
private or state-owned higher education institutions that implement educational and vocational training programs on the basis of state educational standards, regardless of their ethnicity;
research institutes conducting research necessary for the development of higher education;
government education agencies, as well as their enterprises, organizations and institutions.

Bachelor's degree
In accordance with the laws of the Republic of Uzbekistan "On Education" and "On the National Training Program", the procedure for admission of students to the bachelor's degree of higher education institutions of the Republic of Uzbekistan Regulations on the procedure for admission of students to the bachelor's degree, the order of transfer, reinstatement and expulsion of students from higher education institutions Regulations on the procedure for reinstatement and expulsion from study.
A bachelor's degree is a basic higher education that provides basic knowledge and is one of the areas of higher education that lasts four years.
According to the results of the state certification, at the end of the bachelor's degree program, graduates are awarded the academic title of "bachelor" in the field of training, a worthy badge and a diploma of the state sample and its appendix.

Curricula and syllabi, disciplines approved by the competent authority of the state for the management of higher education, are developed for the relevant areas of the bachelor's degree on the basis of state educational standards.
In the bachelor's degree, the same profile (similar to general vocational training) depends on the persons with secondary special, vocational education, depending on the curriculum in this area of higher education (sequence ) opportunities for full mastery of the educational program.
The Cabinet of Ministers of the Republic of Uzbekistan determines the list of directions and conditions of training depending on the curriculum.
Bachelor:
a job that needs to be replaced by a person with a higher education who is prepared for a position in the field;
to continue higher education in the master's degree in the chosen specialty in the relevant areas of the bachelor's degree;
ready to receive additional professional training in the system of retraining and advanced training.
The right to train bachelors in new areas is granted to the Cabinet of Ministers of the Republic of Uzbekistan in accordance with the established procedure at the official request of the state authorized body for the management of higher education.
Master's
In accordance with the laws of the Republic of Uzbekistan "On Education" and "On the National Training Program", the procedure for admission of students to the master's degree of higher education institutions of the Republic of Uzbekistan Regulations on the procedure for admission to the master's degree. A master's degree is a continuation of higher education in a specific specialty for at least two years on the basis of a bachelor's degree.

Master

The main condition for opening a master's degree in higher education is the availability of scientific and pedagogical potential of relevant departments and the ability to conduct research at a high level, which is related to the educational process and provides training of highly qualified specialists. The right to train masters in new specialties is granted to the Cabinet of Ministers of the Republic of Uzbekistan in accordance with the established procedure at the official request of the authorized state body for the management of higher education.
A special department of the master's degree (faculty, center) will be opened in the structure of the higher education institution and it will be given the following tasks:
organization and control of educational process of students, development of educational-methodical documents and educational-methodical support;
coordination of the activities of the departments that train masters;
monitoring the process of training masters.
Higher education institutions
Higher education institutions have legal status. Higher education institution in the republic The bee has the following appearances:
University:
provides education for higher and postgraduate education in several areas;
upgrades and retrains specialists in various fields;
conducts fundamental and applied research in various fields of science;
is a scientific and methodological center closely related to the field of science.
Academy:
implements a well-established curriculum for higher and postgraduate education;

Institute:
implements higher and postgraduate curricula to a certain extent in education and science;
is engaged in retraining and advanced training of specialists in a particular field;
conducts fundamental and applied research.
Legislation allows the establishment of non-governmental institutions for higher education. This institution has the right to teach only after the state accreditation is duly certified.
Certification of higher education institutions, regardless of whether it belongs to the state or private, on the basis of the Regulations on certification of pedagogical staff and educational institutions, approved by the Cabinet of Ministers of the Republic of Uzbekistan, adopted by the State Testing Center attestation of the teaching staff of higher education institutions. Based on the results of the attestation, any higher education institution can be deprived of state accreditation.
External - an independent study of the teaching discipline of a higher education institution in accordance with the program of higher education in the chosen direction (specialty) until the next (current and current) certification.
Distance learning is the acquisition of existing knowledge in the curriculum away from the educational institution without interruption from the main activity. It is done through the use of modern information technologies and technical means of telecommunications.
The Cabinet of Ministers of the Republic of Uzbekistan shall determine the list of directions for the training of full-time specialists.
Goals and objectives of higher education
The main purpose of higher education is the development of science, culture, economy, social spheres of the republic, which can meet the requirements of modern times, qualified, competitive, highly educated, able to meet the requirements of the higher education specialist in his chosen field. z is to train high-potential professionals who can think independently and contribute to high spirituality.
The main tasks of higher education are:
Ensuring the quality of teaching on the basis of modern programs in accordance with state educational standards;
training of highly qualified scientific and pedagogical staff;
Improving the system of training, taking into account the current state of science, culture, economy, economic and social prospects of the country;
to inculcate national and universal values, love for the Motherland, family and environment in the education of young people on the basis of the idea of national independence in order to ensure the humanity of higher education;
introduction of interactive teaching methods, pedagogical innovation and information computer technologies, independent learning, distance learning system;
development and practical application of mechanisms for the combination of science and industry in higher education;
scientific and creative activity of scientific and pedagogical staff and students, the development of science, engineering, technology through scientific research, to contribute to the development of the country's economy through the educational process;
competition in the market of educational services based on the development of state and non-state higher education institutions;
introduction of public administration boards of trustees and supervisors to improve the management and expansion of higher education institutions;
to conduct marketing research to check the quality of education and training, to monitor employment in the specified direction;
development of mutually beneficial international relations in the field of higher education.
Management of the higher education system:
Management of the higher education system in the Republic of Uzbekistan is carried out by the Cabinet of Ministers and the authorized state bodies for the management of higher education within the framework of the legislation of the Republic of Uzbekistan.
The governing body of higher education is the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.
The Ministry of Higher and Secondary Special Education, together with the ministries and departments that include higher education institutions, has the following responsibilities: adi:
Development, approval and gradual introduction of state educational standards, curricula and syllabi for bachelor's and master's specialties, as well as their provision to higher education institutions of the republic;
to make changes and additions to the Classifier of directions and specialties of higher education, if necessary, in coordination with the Cabinet of Ministers of the Republic of Uzbekistan;
development of normative and legal support of the higher education institution and organization of the educational process;
Implementation of educational and methodological management of higher education institutions of the Republic of Uzbekistan;
coordination of training, retraining and advanced training of higher and secondary special vocational education personnel;
Ensuring normative and methodological integration of education, science and industry.
In order to develop social forms of quality management in higher education, the Council of Rectors of higher education institutions has been established, the activities of which are regulated by regulations.
Management of higher education institutions is carried out in accordance with the legislation of the Republic of Uzbekistan and this Regulation.
The direct management of the higher education institution is carried out by the rector. The rector of the state higher education institution is appointed by the Cabinet of Ministers of the Republic of Uzbekistan, the rectors of non-state higher education institutions are appointed by the founders.
The rector is fully responsible for the results of the work of the higher education institution. According to the legislation of the Republic of Uzbekistan and the Charter of the higher education institution, the rector acts on behalf of the higher education institution in all bodies and organizations, owns property in the prescribed manner, concludes contracts, presents power of attorney, higher education in the bank opens an institution account and is a loan manager.
The rector has a special responsibility for the implementation of state educational standards in higher education.
Within the powers of the higher education institution the rector:
the higher education institution issues orders and tasks that are mandatory for employees and students;
defines the specific duties and responsibilities of vice-rectors;
hires and dismisses workers and employees, as well as scientific and pedagogical staff in the manner prescribed by the legislation of the Republic of Uzbekistan;
determines the scientific research, experimental competence of other organizations and departments of the higher education institution, and approves their charters;
increase the salaries of employees of higher education institutions or set additional payments;
approves the internal regulations of the workers in agreement with the trade union committee or other state body;
Executes other powers specified in the legislation.
The rector is allocated from the budget and within the limits of the monthly salary fund, based on the tariff grid of salaries of employees of higher education institutions and the limits set for salaries:
has the right to open and close faculties on the advice of the Academic Council in coordination with the competent authority of the state for the management of higher education;
The Republic of Uzbekistan has the right to appoint deans and deputy deans to the states allocated to higher education institutions.
A scientific council will be organized to discuss the main issues of the higher education institution.
The Board of Trustees, which is the social governing body, is established in the higher education institution. It includes representatives of the founders, local authorities, ministries and departments, institutions and organizations, other educational institutions, social organizations, foundations and sponsors.
According to the current legislation and the Charter of the higher education institution, it is prohibited to establish social organizations, scientific and voluntary societies, dissertation defense councils, scientific-methodical and scientific-technical councils, as well as councils of young scientists and the like. . There are 31 higher education institutions under the direct control of the Ministry of Higher and Secondary Special Education. There are also a number of specialized universities run by other line ministries. According to the National Training Program, higher education is based on the academic achievements of secondary special education (academic lyceum) and / or vocational education (vocational college) and includes two levels: bachelor's and master's degrees. OOMTV is not responsible for the organization of the academic year, including the length of academic semesters, examinations, and vacation periods.
The school year begins on September 2 and lasts until the end of June. The year is divided into two semesters and covers a period of 10 to 12 weeks:
1st semester - from the beginning of September to the end of January;
Semester 2 - From early February to late June, although the length of the semester may depend on the location of the university and the level of teaching.
First degree - Bachelor
It is a basic higher education institution that provides fundamental knowledge in one of the areas of higher education with a duration of at least four years. Upon completion of the undergraduate program, graduates receive a bachelor's degree and a state-standard diploma, which entitles them to start a career or pursue a master's degree.
Second degree - Master's degree
This is a bachelor's degree in a specific field of study with a minimum duration of 2 years. Graduate students receive a state-standard diploma that entitles them to pursue a career or pursue postgraduate education.
Secondary education
Secondary and post-secondary (secondary special, vocational) education is available to persons with higher (secondary special, vocational) education. Secondary and post-secondary education is provided on a fee-for-service basis. In particular, the second higher education can be obtained by:
persons with a bachelor's degree - in the field of bachelor's degree;
persons with a master's degree - in the field of study of bachelor's and master's degrees.
The list of master's specialties for which the second and subsequent higher education is available is determined by the Ministry of Higher and Secondary Special Education.
The list of institutions that have the right to offer the second and subsequent higher education courses is determined by the State Commission of the Republic of Uzbekistan on admission to the educational institution. Today, 45 educational institutions, 18 universities in Tashkent and 27 universities in the regions offer second higher education programs.
Institutions of higher education that offer second and subsequent higher education programs analyze students ’previous educational experiences (courses taken). Students take an exam in a proportionate subject to complete their education according to their specialization requirements. Secondary higher education is provided on the basis of the specialties and form of education of the university. At the end of the second and subsequent higher education, students are awarded a diploma based on the results of certification. Students' admission to the second and subsequent (secondary special, vocational) education is assessed on the basis of a rating system of knowledge.
The third level of postgraduate education
According to the Decree of the President of the Republic of Uzbekistan dated 24.07.2012 No №4456 "On improving the system of training and certification of highly qualified scientific and scientific-pedagogical personnel" 28.12.2012 two-stage postgraduate education (two academic degrees "PhD" and "Doctor of Science") has been replaced by a one-stage degree "Doctor of Sciences" ("Doctor of Sciences") and has been in force since January 1, 2013.
