to establish effective activities of assistant khokims of districts (cities) introduced in mahallas as a new institution on the development of entrepreneurship, employment and poverty reduction, as well as youth leaders ;
to introduce a procedure for studying problems in their field and finding their solution by leaders of all levels directly with a visit to the mahalla, as well as to determine the state of affairs in the mahalla as the main criterion for assessing the activities of ministries, departments and khokimiyats;
to increase the authority of the mahalla among the population by creating a system of appeal to state bodies and dialogue with their leaders, the provision of public and social services directly in the mahalla, including establishing effective interaction with the people's reception offices of the President of the Republic of Uzbekistan;
expand the financial capabilities of citizens' self-government bodies with a review of their powers to address socio-economic problems in mahallas;
improve the efficiency of the system of state support for the population living and operating in the mahalla, based on the "points of growth" and the specialization of entrepreneurial activities of the residents of the mahalla;
to implement measures to create on the territory of mahallas on the basis of public-private partnership such infrastructure as sports and cultural facilities, creative clubs, employment promotion centers, training centers, business facilities ;
create a legal framework for permanent communication between the mahalla and local representative authorities, including the introduction of effective mechanisms for introducing issues by the chairman of the mahalla that are subject to mandatory consideration at meetings of the local Kengash ;
to introduce the institution of introducing mistrust by citizens to the chairman of the mahalla.
The Ministry for Mahalla and Family Support (Mamatov R.), together with the Ministry of Economic Development and Poverty Reduction (Ubaydullaev M.) and other interested ministries and departments , within three months, develop with the involvement of the public, including workers with many years of experience in the mahalla system , and submit to the Cabinet of Ministers a program of measures aimed at improving the activities of the mahalla, as well as a draft updated law "On self-government bodies of citizens."
4. As part of the tasks to improve the quality of education , defined in the Development Strategy, in 2022:
a) exempt from income tax payments of up to 3 million soums per month from April 1 for parents whose children attend non-state preschool educational organizations and schools.
The Ministry of Finance (T. Ishmetov), together with the State Tax Committee (Sh. Kudbiev) , within two months, submit to the Cabinet of Ministers draft regulatory legal acts that provide for the introduction of appropriate changes to the Tax Code and other legislative acts;
b) in order to bring the system of secondary education in line with modern requirements:
allocate 605 billion soums from the State budget for the implementation of the program for updating textbooks in secondary educational institutions;
create 141,000 new student places to reach 6.4 million by the end of 2026 .
The Ministry of Public Education (Saidov B.), together with the Ministry of Finance (Ishmetov T.), the Ministry of Employment and Labor Relations (Khusanov N.) and other interested ministries and departments, regularly take measures to create new student places and train students in professions.
5. Within the framework of the tasks for ensuring the health of the population , defined in the Development Strategy, in 2022:
a) organize primary medical service in the regions based on the principle of "walking distance" by creating 105 family medical centers and 31 family polyclinics .
The Ministry of Health (Musaev B.), together with the Council of Ministers of the Republic of Karakalpakstan, the khokimiyats of the regions and the city of Tashkent, take practical measures to complete the relevant construction work in the regions by the end of 2022 ;
b) The Ministry of Health (Musaev B.) together with the Ministry of Finance (Ishmetov T.) within two months to ensure the introduction of a mechanism for the provision of free medical services to persons included in the preferential category by sending them for treatment at the expense of the State budget to private medical organizations through electronic information system.
6. The Ministry of Public Education (Saidov B.) and the Ministry of Health (Musaev B.), together with the Ministry of Finance (Ishmetov T.), the Agency for Presidential Educational Institutions and the State Inspectorate for Supervision of the Quality of Education , by July 1, 2022, submit to the Cabinet Ministerial draft resolution providing for:
increase in 2022 the salaries of talented teachers and doctors based on the qualification category by a differentiated method;
ensuring a fundamental review of the procedure for assigning a qualification category to teachers and doctors with the involvement of international experts, as well as the introduction of a fair and transparent system based on the methodology for assessing qualifications.
7. As part of the tasks to ensure the accelerated development of the national economy and high growth rates , as defined in the Development Strategy:
a) take measures to reduce the annual inflation rate in 2022 - up to 9 percent , in 2023 - up to 5 percent , the fiscal deficit - up to 3 percent , with the subsequent prevention of exceeding the indicated inflation indicators and the State budget deficit.
At the same time, complete the transformation of commercial banks with a state share, increasing the share of the private sector in banking assets to 60 percent by the end of 2026 .
The Cabinet of Ministers (Kuchkarov D.) together with the Central Bank (Nurmuratov M.) to take practical measures on an ongoing basis to maintain high rates of economic growth and ensure macroeconomic stability;
b) reduce from 2023 the value added tax rate to 12 percent, the income tax rate in such areas of business as banking and finance, telecommunications - to 15 percent.
The Ministry of Finance (Ishmetov T.), together with the State Tax Committee (Kudbiev Sh.) , by September 1, 2022, submit to the Cabinet of Ministers a draft law providing for amendments and additions to the Tax Code of the Republic of Uzbekistan;
c) take measures to increase the energy efficiency of the economy by 20 percent by 2026 and reduce emissions of harmful gases into the atmosphere by 20 percent by actively introducing green economy technologies in all areas.
In order to achieve these indicators, submit the following projects to the Cabinet of Ministers:
To the Ministry of Energy (Sultanov A.), the Ministry of Construction (Zakirov B.) by March 1, 2022 - programs to expand and support the use of renewable energy sources, as well as improve the energy efficiency of social, commercial and administrative buildings and structures;
To the Ministry of Economic Development and Poverty Reduction (Abdunazarov B.), the Ministry of Energy (Sultanov A.) by June 1, 2022 - programs for the transition to a "green" economy and energy conservation to reduce losses in industries and increase the efficiency of resource use, and as well as resolutions on the creation of a system to stimulate the production and operation of electric vehicles.
8. Continue work on creating additional facilities for the development of entrepreneurship in areas with "difficult" conditions based on the experience of establishing special tax rates for the Muynak region of the Republic of Karakalpakstan.
The Ministry of Finance (Ishmetov T.), together with the State Tax Committee (Kudbiev Sh.) , by October 1, 2022, to submit to the Cabinet of Ministers a draft law on the implementation by January 1, 2025 in areas with difficult conditions for the system of payment of turnover tax by new business entities at a rate of 1 percent , land tax from legal entities and property tax of legal entities - at a rate of 1 percent of the amount charged.
9. Introduce from 2022 the procedure for the phased inclusion of all mandatory requirements in the field of entrepreneurship in a single electronic register with the revision of duplicating and obsolete mandatory requirements, launching a single register in full from July 1, 2025.
The Ministry of Justice (Davletov R.), together with the Commissioner for the Protection of the Rights and Legitimate Interests of Business Entities (Kosimov D.) and the Chamber of Commerce and Industry (Ikramov A.), within three months, take an inventory of mandatory requirements in the field of entrepreneurship and submit to the Administration of the President of the Republic of Uzbekistan proposals for their revision and inclusion in a single register in the relevant areas, as well as the complete formation of this register until 2025 .
10. Simplify until April 1, 2022 the procedures for obtaining licenses and other permits based on specialization and the availability of business entities the ability to carry out remote (online) activities , taking into account:
the abolition of the requirement for buildings and structures, premises, inventory, technical means and other equipment, by establishing exclusively qualification requirements for certain types of activities;
revision of the requirements for employees, the presence of which is mandatory in the state, by granting the right to choose a specialist based on the need in the direction of activity;
creation of an opportunity to engage in certain activities on the road, including with the use of vehicles;
the abolition of national standards and requirements for orders received from foreign countries in connection with the provision of services outside the country;
abolition of requirements for obtaining separate licenses and other permits by establishing special conditions for the activities of business entities (aggregators) specialized in the provision of remote services as a connecting operator.
The Ministry of Justice (Davletov R.), together with the Ministry for the Development of Information Technologies and Communications (Shermatov Sh.) and other interested ministries and departments , within two months, shall ensure the revision of the requirements of licenses and permits based on the provisions of this paragraph.
11. Eliminate monopolies in more than 25 activities through the abolition of exclusive rights and the privatization of companies with state participation in order to reduce state participation in the economy and create broad opportunities for the private sector , including:
