Computation of the average vehicle delay (AVD)
In this research paper the average delay of vehicles is the 
performance evaluation for traffic signal control of intersection. If the 
value of average vehicle delay is small then the traffic signal control 
effect is better. The amount of queuing vehicles in red light phase at 
time
