CONCLUSION
The gradual formation of a market economy system is a complex process that cannot be carried out as a simultaneous event, but requires a long period of time involving several stages.
Although Uzbekistan has begun its structural reforms later than other countries, it can learn important lessons from the experience of other countries with economies in transition.
The whole mechanism of market relations is carried out only within the framework of market conditions, which are specified by the state and strengthened by law.
Reforms must fulfill the most important task of the first stage, namely, the abolition of the monopoly of state property and the real formation of a diversified economy in the Republic through the privatization of this property.
In order to establish free market principles, it is necessary to reform and develop the leading sectors of the economy. As a result, it is desirable to create a healthy competitive environment. At the same time, reforms in property, agriculture, prices, finance and credit, foreign economic activity, and finally in the social sphere will facilitate the transition to market relations.
Today, in order to systematically address the problems that have arisen or are about to occur in the transition of our country to a market economy, we consider it expedient to:
• improving the investment climate;
• full implementation of tax administration reforms;
• ensuring transparency of state budget operations, in particular, against ineffective hidden subsidies provided to state-owned enterprises;
• reform of land use rights and ownership of industry, services and agriculture;
• structural (systemic) restructuring of state monopolies, strengthening the requirements for corporate governance and financial reporting;
• government support for export orientation (including ISO certification, expert risk reduction, diversification, WTO membership).
• In the medium term, modernization of infrastructure (especially energy, transport and logistics) and improving the quality of higher education will help strengthen the country's transition to a market economy.
