In modern conditions human resources is one of the key factors in the innovative development of the world's economies. The 
competitiveness of human resources begins to take shape not directly at the time of their entry into the labor market as potential 
applicants for vacancies, but at much earlier stages. For example, the development of "soft skills" and skills of using modern 
information and communication technologies, recognized today as extremely important competitive advantages of successful activity 
in many areas of economic and social activity, accompanies a person almost throughout whole his life. 
The same applies to the level of health, many individual qualities of a person, which further allow him to be competitive in a particular 
field of employment. Moreover, there is a significant transformation of the employment sector itself, due to the robotization of the 
functions of hard physical labor, the disappearance of some professions and the emergence of fundamentally new ones, the expansion 
of remote employment as a result of the expansion of the coronavirus pandemic in the world. Thus, the research of modern aspects of 
the forming of human resources competitiveness is extremely relevant. 
The paper is devoted to the research of modern aspects of the forming of human resources competitiveness as one of the key factors in 
the innovative development of the world's economies. The approaches to the interpretation of the essence of human resources 
competitiveness and the factors that affect on its level are considered. The analysis of such indicators as the human capital index and 
the human development index, the level of innovative development of the world, including developed and developing countries, was 
carried out.
