Kazakhstan after independence at the transition process 
After the collapse of the Soviet Union (1991), the former socialist countries, despite the fact that in some of them 
a socialist model of the industrialization and modernization processes were successfully implemented and completed, 
they faced the realities of the transition period. The fact is that the socialist model of the modernization and 
industrialization in practice was a dead end, and therefore the countries of the former Socialist bloc and the Soviet Union 
refused it, taking the liberal model as the basis for further development. 
In this case, for the countries of the former Soviet republics, the task is to modernize societies by ensuring the 
transition to the new stages of industrialization, which will give impetus to the development of all spheres their citizens 
activities. In the modern world, achieving the desired results in these aspects is impossible without the development of 
the Information and Communication Technologies (ICT) sector. This sector is a hallmark of modernization and 
industrialization in the 21st century. 
Development according to such a scenario is also the goal that confronts one of the former countries of the Soviet 
Union, Kazakhstan. Kazakhstan, even before gaining independence, was an industrial-agrarian developed republic of the 
former Soviet Union. Under the socialist development model, Kazakhstan managed to achieve a certain urbanization of
