RIDs must be unique.

They must pass any neighbor authentication.

OSPF process must not be shut down.

NOTE

  One configuration choice that people sometimes think is an issue, but is not, is the 

process ID as defined by the router ospf process-id command. Neighboring routers can use 

the same process ID values, or different process ID values, with no impact on whether two 

routers become OSPF neighbors.
