The main idea of this passage is mentioned in the preface: “How can it be prevented?” (“It” means 
persistent bullying). Throughout the passage, the writer reports on the problem of persistent bullying in 
British schools and he then discusses some ways to prevent bullying that schools are now able to 
implement. Therefore, the most appropriate title is “Bullying: from crisis management to prevention”. 
The media and the link with academic failure are not mentioned, so B and C are wrong; measures 
mentioned in the passage are mainly for schools and their staff, not parents, so A is wrong.
