VENANGO TOWNSHIP SUPERVISORS MEETING

CALL TO ORDER

 

At 7:00 P.M., Chairman Gene Krahe called the regular meeting of the Venango Township Board of Supervisors to order with the pledge to the U.S. flag.

 

ROLL CALL

 

The members present were Al Turner, Mike Vogel and Eugene Krahe.  made a motion to approve minutes with change. seconded. All voted for.  The motion carried.

 

PUBLIC COMMENT

Lou Norman from Wattsburg Area Action Group introduced Dave Deter of the National Resource Organization (NRO) who gave a short presentation on what help the NRO provides for municipalities. Their main focus is to help municipalities deal with blighted and nuisance properties with approaches that can bring a community together for the benefit of all. Dave said his organization has connections with community leaders, grant monies, the District Attorney’s office and other enforcement officials. The board agreed that the NRO could be a resource to assist the Venango Township when needed.

Dave and Lou were thanked for their presentation.

SUBDIVISION(S) FOR APPROVAL

None

REPORTS

Mike Vogel gave a Roadmaster report as follows:

1. Starting our berm and ditching projects. Macedonia Road was done in early May.

2. Graded and raked all dirt roads for the third time in May. We were able to get out early because of the dry weather.

3. Getting the roads brined has been a problem because our brine source, Empire, has had both of its trucks broken down. Amity Township will help us out until we get a tank in one of our own.

4. Our road crew has about half the Township done with the boom mower to clear brush to open the roads up for more sunlight.

5. We are working this week on mowing the sides of the roads.

6. We have installed 4 asphalt aprons on Hopson Hill Road and Jones Road.

7. All the hot asphalt patching was done in May to be ready for seal coat application on June 22^nd.

Gene also stated that the 97 Ford F350 Flatbed was sold through Municibid for $2,551.81, the 93 International Tandem dump truck was sold through Municibid for $6,800.00 and that the Township purchased a 2007 Volvo tandem axle dump/plow truck with a plow and wing plow for $52,000.00.

OLD BUSINESS

Last month Brad Allen from Rossbacher Insurance Agency made a presentation to the Board. He suggested that if we moved our insurance coverage to Selective Insurance from our current company that we could save about $1,500.00 per year and by raising our deductible from $500.00 to $1,000.00 we could save another $1,000.00 per year for a total savings to the Township of approximately $2,500.00.

Al Turner made a motion to switch the Township’s insurance carrier from Erie Insurance to Selective Insurance and to raise our deductible from $500 to $1,000 per incident.

The motion was seconded by Mike Vogel. All voted for, motion carried.

NEW BUSINESS

A public hearing was held, as required by law, prior to the call to order of this meeting on a proposed addition to Agriculture Security Area of Venango Township. There was no public comment on said addition so the hearing was adjourned. The hearing was properly advertised, the proper postings were done and Erie County planning gave approval tof the addition to Venango Township’s ASA. Al Turner made a motion to pass Venango Township Resolution number 2016-4 which would add Tax Index Number 44-001-002.0-004.00, Total Acreage 49.5, Landowners Terril J. and Bridget M. Hinkler. Mike Vogel seconded the motion and all voted in favor. Motion carried.

Gene Krahe made a motion to send Venango Township office secretary Rosalie Ciukaj to the ECAMA dinner meeting in Corry on Thursday, June 9^th at a cost of $17.00. Al Turner seconded the motion and all agreed. Motion carried.

A motion to pay mileage and travel expenses for Mike Vogel from April, total miles of 52.7 and Gene Krahe from May, total miles 597.7 and NYS Thruway tolls of $23.90 was made by Al Turner and seconded by Mike Vogel. All voted in favor so the motion carried.

Pat Pfadt asked if the township had anything to do with the garbage at the property next to Dr. Goods office getting cleaned up. She was told that Mike Vogel had talked to someone at the property and told them it had to be cleaned up. Apparently that had the desired effect because the garbage was cleaned up.

Lou Norman asked that a letter be sent to the property owner at 13732 Rts 8 & 89 about the tall grass, boarded up windows and general disrepair of the house and property. The supervisors said we would look into if the property is currently occupied, vacant or abandoned and take it from there.

A reminder was given that the July Supervisors meeting would be on Tuesday, July 5^th as the 4^th is a holiday.

Mike Vogel made a motion to continue to pay the bills as they come in and adjourn the meeting. Al Turner seconded the motion. Gene agreed and motion carried.
