Hiroshi Takahashi was born in Miyazaki, Japan, on August 25, 1983. He received the B.E. degree in electrical engineering from Tokyo University of Science, Tokyo, Japan, in 2008, and the M.E. degree in electrical engineering and information systems from the University of Tokyo, Tokyo, Japan, in 2010. He joined NTT Access Network Service Systems Laboratories, Ibaraki,
Japan, in 2010. He has been engaged in research on optical reflectometry and optical fiber measurements.
Mr. Takahashi is a member of the Institute of Electronics, Information and Communication Engineers of Japan.
Kunihiro Toge was born in Shizuoka, Japan, on June 5, 1976. He received the B.E. and M.E. degrees in mechanical engineering and the D.E. degree in electrical engineering from Waseda University, Tokyo, Japan, in 1999, 2001 and 2007, respectively. He joined NTT Access Network Service Systems Laborato- ries, Ibaraki, Japan, in 2001, where he has been engaged in research on optical fiber cable and optical fiber measurements. He is also acting as Rapporteur Q17/SG15 of ITU-T since 2013. He is currently a Senior Research Engineer in a research group developing future optical measurement technology for fiber network management and evaluation.
Dr. Toge is a member of the Institute of Electronics, Information, and Com- munication Engineers of Japan. He received the best paper award at the 12th OECC/IOOC in 2007.
Chihiro Kito was born in Gifu, Japan, on May 23, 1986. He received the B.E. and M.E. degrees in electrical engineering from Toyota Technological Institute, Aichi, Japan, in 2009 and 2011, respectively.
He joined NTT Access Network Service Systems Laboratories, Ibaraki, Japan, in 2011. He has been engaged in research on optical reflectometry and optical fiber measurements.
Mr. Kito is a member of the Institute of Electronics, Information and Com- munication Engineers of Japan.


Tetsuya Manabe received the B.E., M.E., and Ph.D. degrees in mechanical engineering from Osaka University, Suita, Japan, in 1989, 1991 and 1998 re- spectively, and the MBA (Advanced) degree from the University of Western Australia, Perth, WA, Australia, in 2007.
He joined NTT Research Laboratories, Tokai, Ibaraki, Japan in 1991. His research interests include learning control, robotics, and mechanical system control. As a Senior Research Engineer, Supervisor of the Access Network Service Systems Laboratories, he is currently involved in research to improve the efficiency of telecommunication systems maintenance. He is a member of the Institute of Electronics, Information and Communication Engineers and the Society of Instrument and Control Engineers.
