The government, for sure！First of all, the government taxes car owners every time they buy
gas, so the money can be used to renovate or build new-roads. In addition, it is the government's
duty to supply useful infrastructure in order to improve the local people's lifestyle. On top of this,
roads can benefit companies and multinationals as they will be able to produce and export faster
thanks to well-maintained roads, and as a result they will make more money. So the government
will be able to collect more taxes from these corporations and everyone will profit from the first
investments.
