The evaluation will also consider the influence of
administrative
constraints
affecting
the
programme, and specifically the UNDP contri-
bution, including issues related to the relevance
and effectiveness of the monitoring and evalua-
tion system. If such considerations emerge as
important during the initial analysis, they will be
included in the scope of the evaluation. Within
the context of partnerships with the UN system
and overall UN coordination, the evaluation will
also highlight the issue of joint programming.
