AMENDMENTS TO THE CONSTITUTION
101. The Articles of the League may be amended by a 75% majority of those voting at any General Meeting. Those that abstain from voting are excluded from the count. Such resolution shall be in writing and shall be received by the Manager twenty eight (28) days before the proposed. Twenty one (21) days notice shall be given to all members of the General Committee eligible and entitled to vote.
COMMITTEES
102. The League, the Board of Directors or any Committee exercising any powers or functions conferred by these articles or the Rules and Regulations may grant leave on such terms as it may think fit to any person appearing before it to be represented by a Barrister, Solicitor or agent and may modify or revoke such leave at any time.
103. The Board of Directors shall establish the following Committees with Designation Membership and functions as follows provided that the Board of Directors may, at its discretion appoint additional members to a Committee at any time. The Board of Directors may at its discretion create and abolish additional Committees as it sees fit.

Judiciary Committee - The Judiciary Committee shall consist of three (3) persons and shall investigate and deal with match reports of the match officials who have dismissed players from the field of play during a match conducted by the League or who have reported players for misconduct, and to investigate and deal with any matter referred to it by the Board of Directors of the Manager. In exercising its functions the Committee shall have the power to disqualify, suspend, fine or otherwise deal with persons found guilty after investigation of any matter referred to it.

Disciplinary Committee - The Disciplinary Committee shall consist of three (3) members and shall deal with complaints received by the League for incidents, breaches or misconduct other than those referred directly to the Judiciary Committee.

Appeals Review Committee - The Appeals Review Committee shall consist of three (3) persons and shall consider and adjudicate on the submission of fresh evidence to the appeal. Notwithstanding the absence of fresh evidence, the Appeals Review Committee may in its discretion allow the appeal to proceed to the Appeals Committee if it is satisfied that there has been a denial of natural justice or non observance of the rules by the adjudicating body or some technical failure of equipment which deprived the appellant of a fair hearing

Appeals Committee - The Appeals Committee shall consist of three (3) persons appointed by the Board of Directors and shall determine all appeals from decisions of a Judiciary Committee, Club, Affiliated League, Association or any subcommittee thereof. It may in the exercise of its powers uphold or dismiss an appeal and may increase or decrease the penalty appealed against or substitute its own penalty by way of fine, suspension, disqualification or otherwise.

Selection Committee - The Selection Committee shall consist of seven (7) members and shall select teams to represent the Newcastle Rugby League area and allocate Player of the Year votes throughout the Premiership Competition as directed by the League.

Boundaries Committee - The Boundaries Committee shall consist of five (5) members of which one (1) shall be the Manager. The Boundaries Committee shall determine the boundaries of each District Club and within which District Club’s boundary each subsidiary club shall reside.
DELEGATES
104.. The Board of Directors shall appoint delegates to represent the League on the following committees.

Country Rugby League – The Board of Directors shall appoint members to the following Country Rugby League Committees

Newcastle Regional Committee
The Board of Directors shall appoint three (3) members to the Newcastle Regional Committee one (1) of which shall be the Manager. The three (3) members elected to the Newcastle Regional Committee shall additionally be appointed to the General Committee of the Country Rugby League.

Country Rugby League General Committee
The Board of Directors shall appoint three (3) members in addition to the three (3) Newcastle Regional Committee delegates to the General Committee of the Country Rugby League.

Newcastle Knights Limited – The Board of Directors shall appoint two (2) members as delegates to the Board of Directors of the Newcastle Knights Limited.

Newcastle and Hunter Rugby League - The Board of Directors shall appoint two (2) members as delegates to the Competition Committee of the Newcastle and Hunter Rugby League.

Hunter Valley Junior Rugby League - The Board of Directors shall appoint one (1) member as the delegate to the committee of the Hunter Valley Junior Rugby League. The elected member shall be the Chairman of the Hunter Valley Junior Rugby League Committee.

Newcastle Schoolboys Rugby League Association – The Board of Directors shall appoint one (1) member as the delegate to the Newcastle Schoolboys Rugby League Association.

Maitland District Schoolboys Rugby League Association – The Board of Directors shall appoint one (1) member as the delegate to the Maitland District Schoolboys Rugby League Association.

Newcastle Leagues Club – The Board of Directors shall appoint five (5) members as delegates to the Board of Directors of the Newcastle Leagues Club.
105. Members of Committees shall be indemnified against costs of, or any payment required to be made pursuant to, or as a result of, any settlement of, any legal proceedings that may be instituted against them in consequence of the performance of their duties.
106.
