динамика привлечения иностранных инвестиций в национальную экономику, а также рекомендации
направленные на повышение привлекательности инвестиций.

THE WAYS OF DEVELOPMENT AGRARIAN MANAGEMENT SYSTEM

In recent years, the extensive structural transformations in the agro-industrial sector of the national economy of
Uzbekistan have become the basis for more effective utilization of existing production and economic potential,
enhancing the capacities of modernization of production processes and laying the groundwork for domestic and foreign
markets. In this regard, the sustainable development of production due to the deepening of structural changes in the
agricultural sector, which is the basis of the agro-industrial complex of our country, and more meet the population's
demand for food and non-food products, food, textile and pharmaceutical industries is of great importance.
It should be noted that as a result of structural transformations in the economy during the years of independence,
significant changes have taken place in the structure of the gross domestic product. For example, in 1990, the share of
the public sector in the structure of GDP was 37.0 per cent, while in the non-state sector - 63 per cent, and in 2016 this
figure was 0.1 and 99.9 per cent respectively. At the same time, farmers and dehkan farms, which remain based on
private ownership, play a leading role in the production of agricultural products. For example, in 2005-2016, the share
of farms in gross agricultural output increased from 24.3% to 32.9%, dehkan while the share of other agricultural
enterprises decreased from 14.0 per cent to 2.0 per cent, while the share of farms increased from 61.7 to 65.1 per cent.
In the context of both theoretical and practical transition to a market economy and market relations, structural
changes in economic sectors were reflected mainly in the share of sectors in GDP, and secondly, in structural changes in
the sector, especially in the distribution of agricultural land, indicators are reflected in indicators, and the third is the
newly formed sector and sector, the content and significance in the same period are fundamentally new organizational
and managerial structures of circumstances are explained by the formation and development.
In this regard, theadoption of the Decree of the President of the Republic of Uzbekistan "On the Strategy for the
further development of the Republic of Uzbekistan" No. UP-4947 plays an important role in the development of
agriculture and agricultural processing industries, as in other sectors of the national economy. One of the key issues of
the Decree of the President of the Republic of Uzbekistan "On modernization and accelerated development of
agriculture" is the following: "Enhancing structural changes and enhancement of agricultural production, further
strengthening of food security of the country, expansion of production of ecologically clean products, export potential
of the agrarian sector significant increase ". These tasks in recent years,work on the reform of organizational and
administrative and service structures of the agro-industrial complex, including the further development of agriculture, at
the republican and its territorial levels, and the purposeful and efficient organization of its activities. For example, the
Decree of the President of the Republic of Uzbekistan "On organizational measures for the further development of
farmer, dehkan and landowners" dated October 10, 2017, the Republic of Karakalpakstan, provinces and districts, and
"Complex service of farmers, dekhkan farms and landowners" "Farmers, dehkan farms and landowners' council of
Uzbekistan", which are owned by farmers, dehkan farms and landowners protecting the rights and legitimate interests of
consumers, providing them with necessary material resources, seeds and seedlings, technical equipment, consulting on
legal, economic and technological issues, support for business plans, provision of intermediary services in realization of
products, can be considered as one of the structural changes in the system of coordination and service of farmers,
dehkan and landowners in our country.
It should be noted that to support agricultural producers and modernize their management processes, such as
fisheries, silkworm breeding, walnut cultivation, grazing with large export potential, breeding the organization of
associations, which coordinate the activities of their production and processing enterprises, also indicates the formation
