The famous American expert, Dr. Juran, made the following statement: The
"top" company obtains a certificate of quality, but this does not mean that the
certificate can be a "top" company. The standards include not only the quality
management practices but also the minimum requirements for the manufacturer. The
standard provides several recommendations for establishing a quality system, although
these recommendations can be helpful in many ways but cannot guarantee success.
The problem is that for an employee who is not well-versed in the field, the word
certificate seems to be more appealing and understandable than the word quality.
Many foreign experts believe that it is advisable to begin work on self-
assessment based on the requirements of the enterprise's clients, rather than first
introducing ISO 9000 standards in addressing quality system problems. The self-
assessment may be carried out by an enterprise itself or by consultants with relevant
experience. For example, the BNFL, a UK firm, uses regular self-assessment
techniques. This method allows the company to learn from beginning to end to find
out if there is growth in the enterprise and to know where this growth is most needed.
In our opinion, the need for a quality management system in industrial
enterprises can be answered by the following words:
- to improve the quality of products. the quality management system (sbt) has
methods and tools that allow us to identify defects as product or cause the product
quality to fall and establish procedures for improving product quality. it should be
noted that the quality of the product is constantly improving;
- to reduce production costs. with the improvement of quality and increase in
production efficiency, losses associated with defective products will be reduced, while
the cost of raw materials and supplies will be reduced;
- improvement of enterprise management system. by improving the quality of
the products, experts quickly concluded that the main reason for not meeting the
quality requirements was 80% in the management of the enterprise and the remaining
20% in the executive branch. However, in most cases the executor of the order is
found guilty because of the following: 1. There is a belief that the strong always
blames the weak; 2. There is no tradition of establishing regulations for any particular
administrative procedure.
Much of the quality management system consists of a set of rules set out in
different processes. At the same time, a range of responsibility and responsibility is
established and established between the management, the structural and functional
subordinate levels. The second principle of the ISO 9000 quality management system
is: “management is not an administrative activity; leadership is needed to ensure the
integrity of goals and directions, to create an environment where employees are fully
involved in achieving the objectives of the enterprise ”;
