national economy in the context of economic globalization. It is important to use the scientific resources
of higher education institutions to access innovative developments and technologies [4].
For the effective operation of a comprehensive mechanism of state regulation of the interests of
farming, it is necessary to develop rural infrastructure, combine the interests of local public authorities,
businesses, and the public through a public-private partnership. It is necessary to create a favorable
business environment that will improve the investment climate, the tax burden. It is important to provide
guarantees to protect the interests of farming in terms of the development and implementation of public-
private partnership projects [5].
Naturally, for the development of a comprehensive mechanism of state regulation of the interests
of farming is the ability to promote public education, learn the latest trends in market development, and
doing business. Public education should cover all areas of farming, from learning to use innovative
technologies to produce quality products to opportunities to take advantage of marketing, management,
which will facilitate easier access to finance, exchange of experiences between entrepreneurs. Public
education becomes a sphere of discussion of problematic issues of development, development of related
sectors of the economy [6, p. 281]. We emphasize the need to establish an infrastructure for research and
innovation. We are considering the prospects of creating various business incubators or innovation
centers based on agricultural higher education institutions.
Thus, we can propose that the functioning of a comprehensive mechanism of state regulation of
the interests of farming in Ukraine, which should be aimed at ensuring the long-term development of
farming, achieving certain strategic priorities through a sequence of actions in solving current problems.
The ability to actively act as a mechanism of state regulation will promote the development of farms,
increase its profitability; free access to business involvement in the development of agricultural education
and science; reducing unemployment, rising living standards, and the access of the rural population to
receive social services; greening of agricultural production. An effective comprehensive mechanism
should be an impetus for the formation of partnership structures for the full realization of the interests of
all participants in farms, which will contribute to the development of rural areas, addressing economic,
social, and environmental development.
