Sergey Kashin expressed his scientific views on the most common types of PPP in the world and 
published the results of research on its role in the economy, its effectiveness [11]. 
There are the following types of PPPs in the world today: 
Service Restructuring
- When it is not possible to engage the private sector on the basis of 
government requirements, the government restructures inefficient services through reform. 
Corporate governance (corporatization) - 
the transfer of assets and liabilities, employees and 
services to the corporation. This is called “corporate governance
”. 
Decentralization - 
In the case of inefficient decentralization of services, the state carries out 
reforms. This can also be the basis for the creation ofPPPs
. 
Service Restructuring - 
When it is not possible to engage the private sector on the basis of

Construction and service contracts - 
Service establishments are usually provided with goods and 
services produced by the private sector by a third party organization prior to construction work, such as 
laying parts and laying pipes or cables. Service providers may also contract for a specific service, such as 
customer service.
“Management Contracts” and “Operational and Maintenance” Contracts -
are the most 
common feature, with the contractor hiring a contractor for a shorter period of time (2 to 5 years) than 
performing a number of works. The function of management contracts is of a specific nature and is more 
focused on access parameters than on the end result. Operational and maintenance contracts, on the other 
hand, are more focused on end result or performance requirements.
